Women’s Initiatives for Safer Environments provides services in the City of Ottawa promoting women’s safety and working to prevent and end violence against women.
Funded by the City of Ottawa, our work is conducted by the WISE staff, supported by community volunteers and a dedicated Board of Directors. We offer our services free to the community but honoraria/donations are welcome and key to support us in our work. As a registered charity, WISE can issue official income tax receipts. If you need a Community Safety Audit or a Personal Safety Workshop, it’s as easy as contacting us.

Our Mission
Women’s Initiatives for Safer Environments is a community based bilingual organization established in 1992. We work directly with individuals, diverse communities, and local government agencies, to create safer physical and social environments in our neighbourhoods, parks, workplaces, recreational pathways, and schools. We believe that if we make the community safer for women and other vulnerable groups, it will be safer for everyone!
Our Mandate
To act as a catalyst to foster the creation and sustainability of safe social and physical environments. To organize and conduct public safety audits from an intersectional feminist perspective, including the perspective of the full diversity of women and other vulnerable people in society. A safety audit includes attending at a site; assessing safety issues; creating an action plan to address deficiencies and then follow up with stakeholders to monitor and encourage implementation of recommendations. We work to accomplish this mission by working with local government, communities, agencies and those seeking to create safer environments.
Our Principles
We believe that gender-based violence is linked to women’s inequality. Solutions to gender-based violence must be based in women’s experience. We will work to make our organization and services completely bilingual. We recognize and respect the diversity of women’s experiences, and will work to make our organization and services reflect this diversity. All of our work is developed in consultation with the community. We support other women’s and anti-violence organizations. We will not duplicate the work of any other organization.

The Wise Staff
Elsy David
Program Director
Elsy David
Elsy David brings over 20 years of experience in the social service field working in women's health, addictions, homelessness, mental health, and domestic violence. As the Program Director at WISE, she empowers all who identify as women, and who have experienced violence, to develop strategies for rebuilding their lives through a variety of programs such as Personal Safety Workshop for diverse groups. She also provides empowerment programs designed for confidence and skill building such as Women on Wheels, Building Women UP, and Legal Education Webinars. She leads a program called Heroes for Tomorrow for young boys to explore the topic of Gender Based Violence and positive masculinity in schools, community resource centres and homework clubs. Elsy also works with communities across the city to improve safety in public spaces for women through the community safety audit program offered at WISE. These improvements help women to have a voice in the design of public spaces with adequate lighting, signage, safety features, visibility and accessibility. Elsy also provides crisis counselling for survivors of violence. Having been with WISE for 24 years, Elsy is amazed and motivated by the strength of the community members she continues to meet in her work.Valerie Collicott

Valerie Collicott
Valerie Collicott has been associated with WISE for 31 years, the first six years as a Board member serving in various capacities: as a committee member onseveral committees, as Board Co-chair alongside Carolyn Andrew, one of the organization’s foundersw. Since 1999, Valerie has held the staff position of Policy & Administrative Coordinator. Valerie received recognition with the Service Provider Award presented by Immigrant Women Services Ottawa and by the board of Directors of WISE for Exemplary Service. She has represented WISE on numerous occasions at public delegations at City Hall, on external committees such as: Algonquin College Bachelor of Public Safety Advisory Committee, Pathway Patrol, City for All Women Initiative, as President on the Women’s Events Network. Valerie has also held various positions on the Ottawa Coalition to End Violence Against Women; as Steering Committee Member, Co-chair, Advocacy Chair and currently as a Member of the Public Engagement Committee. She also serves as a member of the Ambassador’s Working Group on Ottawa’s Official Plan.

Chloe has been a dedicated board member with WISE since 2017, passionately giving back to the community in various capacities. In her professional role, Chloe leads Technical Disaster Recovery nationally for PwC, where she serves as the primary engagement lead for numerous cyber resiliency building engagements. With over 13 years of experience in program, project, and operations management, as well as large-scale transformations, Chloe has worked with a diverse range of clients, including the federal government, non-profits, and the private sector. Her extensive experience spans across delivering human-led, technology-enabled transformations, focusing on leveraging strategic insights to deliver value from conception through to operations. Chloe specializes in complex transformation programs that include the implementation of large-scale initiatives with technical components. Her expertise in this area has enabled her to successfully guide organizations through significant changes, ensuring that they achieve their strategic objectives while maintaining operational efficiency.Hailey DiCaita

Hailey DiCaita
Hailey DiCaita, MA, is a researcher and program assistant working with non-profit and community organizations. They earned their Bachelor’s degree in psychology with a minor in sexuality studies, along with their Master’s degree from Carleton University. Their work focuses on sex education, substance use health, and 2SLBGTQIA+ health and wellbeing. As an advocate for community safety, Hailey first joined WISE as a practicum student and has been a member of the board since 2022.Seray Caglayan

Seray Caglayan
Seray is a Manager of Administration and Accounting at CAPSA. She has demonstrated a high level of expertise in managing administrative and accounting functions across various sectors for more than 25 years. Seray has been committed to creating a peaceful and violence-free environment for all, particularly focusing on women and children. Her dedication to this cause is reflected in her role as a board member of the WISE Board. Beyond her professional work, Seray is passionate about volunteerism, nature, and philosophy. A non-profit employee with over 11 years of experience, she joined the board in 2016 after graduating from a Bachelor of Honours in Social Work. She has worked with a variety of communities and topics from employment to newcomers and violence against women. She has a passion for making spaces safer and more accessible for everyone. Jason McLinton
Jay is Vice President and Chief Government Relations officer with Trans Canada Trail, the organization that stewards Canada’s iconic multi-use trail. He has 25 years of experience in government relations, government policy and regulatory development, and holds Bachelor’s and Master’s degrees in History from Concordia University. Jay is passionate about giving back the community. He has been a volunteer with WISE since 2019, and he sits on the board of the Canadian Scottish Athletic Federation. He also enjoys outdoor activities, competing in Scottish Highland Games athletics in Canada and the US, and exploring urban and rural trails.Sarah Scott

Sarah Scott
Sarah Scott has been a board member at WISE since 2020. Sarah attended Carleton University, and has worked in a variety of fields, including hospice care, education, and most recently in digital transformation for the federal government. She has developed a love for leadership, mentoring, and supporting women and community. Sarah grew up on a farm in the Ottawa Valley, and attributes the beginning of her passion for people to her earliest childhood memories there with her seven siblings.Jennifer BlackAller Ruiz

Jennifer Blackaller Ruiz is a dedicated environmental professional with a strong commitment to Diversity, Equity, and Inclusion. With over 6 years of experience in conservation and a decade in education and management, Jennifer excels in youth engagement and community empowerment, particularly among vulnerable groups. She has a diverse background in immigration law and ecology and currently serves as a Community Engagement and Philanthropy Development Manager, where she drives impactful initiatives in conservation and climate communications.
